The Southwestern Oregon Workforce Investment Board (SOWIB) is soliciting proposals to deliver Workforce Innovation and Opportunity Act (WIOA) Title I services in Coos, Curry, and Douglas counties.

Q1: Pg 21 of the instructions, “Submissions should be clearly identified by the Proposal Number in the Subject Line.”
Q1: What is the proposal number?
A1: RFP 25-517

Q2: Pg 21, “Proposals should be submitted as three (3) separate documents, clearly labeled with the Proposal Number and Name of the Organization – Document 1 ….. Document 3 – Statement of Compliance Form.”
Q2: Agencies submitting for all three counties with the same program design, do we submit 3 complete proposal packages one for each county? Or one Document #1, three Document # 2 (one for each county) and one Document #3.
A2: For the same program design and same fund streams in the county(ies), only one proposal needs to be submitted. If proposer is submitting a mix of programs services or fund streams in different counties, then multiple submissions would be needed.

Q3: Pg 21 of the instructions, “Responses must follow the outline and use the forms provided in the RFP Response.”
Q3: If an agency is only proposing for Adult and Dislocated Worker, do we put n/a to the youth and operator questions?
A3: Yes

Q4: Pg 7 of the RFP Response Package, Item #8 “Please complete and submit one Budget form for each fund that your organization proposes to serve.”
Q4: Confirming you mean for us to submit one Service Provider Budget form for each county not fund. Are they to be multiple county tabs in the same workbook or three separate workbooks? In addition, SOWIB also wants one Budget form for WS Center Operator, if applicable.
A4: Each organization should submit one budget form. It should include total funds requested by program. The counties you propose to serve with those funds should be included at the top of the budget. Budgets don’t need to be broken out by county, that will be a contracting discussion.
The One Stop Operator is required to act as the Operator for all counties, the budget will be for the entire service area.

Q5: Pg 5 of the RFP Response Package, Item 4
Q5: For the section not required by current providers, how do we indicate that?
A5: Leave the red notation “NOT REQUIRED FOR CURRENT SERVICE PROVIDERS” in that section.

Q6: Pg 7 of the Instructions, Staffing Structure and Levels
Q6: Are you saying that there are a certain number of people being funded through the grant? Are you saying that is the number, and is that fully or partially funded by the grant?
A6: Those are suggested staffing levels for each county. Staffing levels should be reasonable to the funds requested and the planned number of enrollments. Providers should ensure that staff have the time necessary to provide comprehensive services to customers and ensure data entry timelines are met.

Q7: General Question
Q7: Will you be funding partial proposals, i.e. funding less than the amount requested?
A7: SOWIB anticipates making one or more awards under this RFP and reserves the right to divide available funding among multiple providers. Proposers may submit proposals requesting all or a portion of the available funds and may propose to serve one county, multiple counties, or the entire service area. Final award amounts and service areas will be determined by SOWIB based on proposal evaluation, program capacity, and regional workforce needs. ​
