After being delayed by the federal shutdown, Oregon’s local monthly employment reports for September were released on Tuesday, December 16th. We’ll be getting back to our regular schedule over the next few months, but when looking at this data, remember that it reflects the state of play in September 2025.
Over the year to September, Douglas County employment was basically flat (-100). Declines were largest in manufacturing and trade, transport, and utilities. Employment gains in health care, professional services and local government help counteract those losses.
Unemployment continued its slow but steady increase, to 6.2% in September. That rate is lower than most months in the past several decades, but 0.7 percentage points higher than the same time in 2024.
Graph of the Month: Newly released data from the Census Bureau’s OnTheMap tool compares commute pattern and worker flow across the U.S. I used the 2023 data to look at how workers move to and through Roseburg.

In 2023, about 75% of workers in the city lived outside city limits, and about 55% of the workers living in the city worked somewhere else. Many of the smaller cities around Douglas County have a near total exchange of workers during the day. In cities such as Winston or Sutherlin most workers come in from somewhere else and most workers from the area leave for their job.
